नऊ महिन्यांत उत्कृष्ट नेता व्हा!; 

आरएसएस-रामभाऊ म्हाळगी संस्थेचा अभ्यासक्रम

राष्ट्रीय स्वंयसेवक संघ आणि भाजपशी संबंधित असलेल्या रामभाऊ म्हाळगी या संस्थेने ९ महिन्यात नेता होण्यासाठी एक अभ्यासक्रम सुरू केला आहे. या अभ्यासक्रमाचे शूल्क हे तब्बल अडीच लाख रूपये इतके आहे. मुंबई नजीक असलेल्या या संस्थेत हा अभ्यासक्रम शिकवला जाणार आहे. संघाच्या विचारधारेचा प्रचार करणारी संस्था म्हणून रामभाऊ म्हाळगी प्रबोधिनीला ओळखले जाते. ‘इंडियन इन्सिट्यूट ऑफ डेमोक्रेटिक लीडरशीप’ असे या अभ्यासक्रमाचे नाव आहे. बुधवारी या अभ्यासक्रमाचा शुभारंभ झाला. या संस्थेत आता ‘नेतागिरी’ शिकवली जाणार आहे. पदव्युत्तर पदवी स्तराच्या या अभ्यासक्रमासाठी प्रवेश घेणाऱ्यांना नेता होण्याबरोबरच राजकारण, प्रशासन आणि जनतेशी निगडीत प्रकरणांचे शिक्षण दिले जाणार आहे.
९ महिन्यांच्या या अभ्यासक्रमाच्या पहिल्या बॅचमध्ये ३२ लोकांनी प्रवेश घेतला आहे. यामध्ये एमबीए ते आयआयटी पास युवक आणि उद्योगपतींच्या मुलांचा समावेश आहे. यामध्ये बहुतांश विद्यार्थी हे महाराष्ट्रातील असून त्यानंतर उत्तर प्रदेश, बिहार, राजस्थान, तेलंगणा, पश्चिम बंगालसह मध्य प्रदेशातील विद्यार्थी नेता होण्यासाठी या संस्थेत प्रवेश घेतला आहे. ज्यांना राजकारणात ‘करिअर’ करायचे आहे, त्यांच्यासाठी हा विशेष अभ्यासक्रम तयार करण्यात आला आहे.
मीरा भाईंदरचे भाजपचे आमदार नरेंद्र मेहता यांच्या पत्नी सुमन मेहता यांनीही येथे प्रवेश घेतला आहे. या अभ्यासक्रमासाठी प्रवेश घेणाऱ्या त्या एकमेव महिला आहेत. नरेंद्र मेहता यांनी वाढदिवसानिमित्त लँबोर्गिनी ही महागडी कार भेट दिल्यानंतर सुमन यांचे नाव चर्चेत आले होते. ही कार चालवत असतानाच त्यांनी रिक्षाला धडक दिली होती.
वर्ष १९८२ मध्ये या संस्थेची स्थापना करण्यात आली होती. सामाजिक आणि राजकीय प्रशिक्षण आणि संशोधनावर भर देणे हा या संस्थेचा मूळ उद्देश होता. ही संस्था उभी करण्यात भाजपचे दिवंगत नेते प्रमोद महाजन यांचे मोठे योगदान होते.

नेता बनाने का स्कूल ;रामभाऊ म्हालगी प्रबोधिनी

देश में अब नेता बनाने के लिए पढ़ाई कराई जाएगी। इसके लिए रामभाऊ म्हालगी प्रबोधिनी ने पोस्ट ग्रेजुएट डिप्लोमा कोर्स शुरू करने का ऐलान किया है। नौ माह के इस कोर्स की फीस ढाई लाख रुपये होगी। इसके लिए न्यूनतम योग्यता स्नातक होगी। पहले बैच में 40 सीटें होंगी।
केंद्रीय मानव संसाधन विकास मंत्री प्रकाश जावड़ेकर ने बुधवार को इसकी विधिवत शुरुआत की। उन्होंने इस मौके पर कहा कि इससे देश में राजनीतिक क्षेत्र में नए और बेहतर लोग सामने आएंगे। उन्होंने कहा कि देश में यह चर्चा होती है कि राजनीति में अच्छे लोग नहीं आ रहे हैं। नई पीढ़ी राजनीति से भाग रही है। ऐसे में यह पहल देश की राजनीति के लिए अच्छी साबित होगी। नए व युवा प्रतिभावान राजनेता उभर सकेंगे।
नेतृत्व, राजनीति और शासन में शुरू होने जा रहा यह पोस्ट ग्रेजुएट कार्यक्रम रामभाऊ म्हालगी प्रबोधिनी की नई पहल है। इससे पहले संस्थान 35 साल से ज्यादा उम्र के नेताओं और निर्वाचित प्रतिनिधियों के लिए प्रशिक्षण कार्यक्रम चलाता रहा है। नया कार्यक्रम राजनीति को कैरियर बनाने वाले लोगों को ध्यान में रखकर तैयार किया गया है। संस्थान का कहना है कि इससे युवा प्रतिभा और देश की लोकतांत्रिक राजनीति में अंतर को भरा जा सकेगा।
नौ माह के इस कोर्स के दौरान छात्रों को संस्थान में ही रहना होगा। इसमें हॉस्टल, वाईफाई, जिम समेत अन्य सुविधाएं मुहैया कराई जाएंगी। राजनेताओं, नौकरशाहों, समाजसेवियों, विभिन्न क्षेत्रों के विशेषज्ञों के समय-समय पर भाषण होंगे। एसी कक्षाओं में ऑडियो-वीडियो की सुविधा भी रहेगी। संघ की विचारधारा से जुड़ा यह संस्थान पहले से भाजपा नेताओं को समय-समय पर विशेष प्रशिक्षण देता रहा है। भाजपा मंत्रियों के स्टाफ को भी संस्थान ने प्रशिक्षण दिया था।

Democracy in particular, and politics in general are the two significant areas of public life where capacity building mechanisms are not just absent but perhaps, not very seriously thought of. Most officials and employees almost mandatorily undergo some training, but those from whom the officials are supposed to take orders, are believed to be born knowledgeable and skilled to govern. It is also taken for granted that they are working for a cause too. This presupposition is not only grossly wrong but also is a potential threat to effective implementation of the concepts like welfare state and development administration.

Democracy, world over is considered as the most acceptable system of governance despite lingering doubts about its efficacy. One of the significant reasons for this paradoxical situation is the fact that elected representatives, although most popular in a given situation, more often than not are not considered to be very efficient in governance. This not only hampers the cause of democratic governance but also dilutes popular confidence in democracy as a system, but also promotes the most dangerous phenomenon of contagious cynicism. The way for strengthening democracy, therefore goes via empowering elected representatives.

Academically speaking, this also calls for evolving a branch like Applied Political Science with an element of good public administration. Indian Institute for Democratic Leadership (IIDL), a centre promoted by Rambhau Mhalgi Prabodhini (RMP) precisely wants to do the same. Extensive Exposure, Sound Knowledge-base, Deeper Understanding and Collective Mentoring are the four main pillars of all the academic programmemes of IIDL.
